DAYTON, Ohio (WDTN) - It's a complex problem. How to fairly fund schools in Ohio. Many plans have been introduced, many of them have wound up in litigation.
In 2009, former Democratic Governor and former teacher Ted Strickland introduced an evidence-based model that revolutionized the way Ohio schools were funded.
He also proposed the states share of funding would increase to 60 % by 2018, provided 4 billion dollars for new and better schools while directing more funds to school districts in need.
Upon election in 2011, Republican Governor John Kasich scrapped much of Strickland's plan and proposed what he called the Bridge formula be put in place until Team Kasich could come up with their own master plan.
Lawmaker's have already enacted Kasich's third grade reading guarantee which requires all third graders to pass a reading test before going on to fourth grade.
They say they are still tweaking their formula but they want to get more money into the classrooms and less to administrative costs.
On Thursday, Jan. 31, Governor Kasich will unveil his school finance plan and how much it will cost the taxpayers in a series of press conferences.
