DAYTON, Ohio (WDTN) - It was a meeting of the minds in downtown Dayton Tuesday night.

The Dayton School  Board and City Commission held a joint meeting.

The third grade reading guarantee was one of the top issues discussed.

The diagnostic testing is now complete and teachers are moving forward with education plans to help students catch up with their reading skills.

The superintendent was quite candid in saying there is work to be done.

"I'm not pleased at all.  We have our work cut out and I've been very open and honest with the board, staff and community.  We have to turn it around, said Lori Ward, Dayton Schools Superintendent.

The local government incentive fund was also a topic of conversation.  It would allow the city and Dayton schools to save money by working together on fuel purchases.
